Right at the beginning. BEFORE you do anything else.

Most people create a web site first and then start figuring out how it fits into their business. They think of a website as a ‘stand alone’ item – but it is anything but. You would not go and buy a car without having a plan – even if it is in your head. You would know how many seats, general type of vehicle (2 door, 4 door, hatch, station wagon…) and you would have made that plan according to YOUR needs.

Buying/building a website is no different. Your website sits between you and your potential customers. It must fit both your needs and their needs to be successful. Whoever said ‘Build it and they will come’ was not talking about websites!
